Pigeon Forge is bigger, more built-up, and organized around big attractions: Dollywood, The Island, dinner theaters, outlet shopping. Gatlinburg is smaller, denser, and more walkable, with a downtown strip built for strolling, an aerial tramway, and closer access to the national park entrance. A lot of couples do both: stay near Pigeon Forge for space and value, then drive into Gatlinburg for an afternoon or evening.
